The International Criminal Court (ICC)—which is not an organ of the UN but an independent court—issued arrest warrants on 21 November 2024 against Israeli Prime Minister Benjamin Netanyahu and former Defense Minister Yoav Gallant on charges of crimes against humanity and war crimes.

In the same process, a decision was also issued regarding Hamas commander Mohammed Deif. (There are decisions only regarding these individuals; there is no decision regarding "all state officials.") Israel's objections were rejected in December 2025 and the decisions were upheld; the 125 ICC member states are obligated to arrest these individuals if they enter their countries.
