In 1215, the barons of England forced King John to sign the Magna Carta (Great Charter).

The document contained clauses limiting the king's powers by law, prohibiting arbitrary arrest, and advancing the principle of "before the law." Although in practice it was written for the nobility, it became the symbolic foundation of the ideas of constitutional government, the rule of law, and individual rights.
